When the Budget icon () is selected in the Manage tab, the Fiscal Constraint internal tab is the first tab to open. The user can access the Manage Non-Flex Funds interface by selecting "Highway" in the Activity filter picklist and clicking on its link in the bottom left corner of the tab.
Function
The Manage Non-Flex Funds interface allows the STIP Administrator to manage programmed obligations for those funds that contain Non-Flex Funding. Since the system will automatically designate all programmed funds as Flex by default, this module allows the STIP Administrator to view, manage, and overwrite those values if necessary to determine fiscal constraint for these types of funding categories.
PINFO Projects
When a project is added to the system from PINFO, a spatial query will be used to calculate the amount of mileage for the project that is in each Non-Flex area. This percentage will then be stored in the database for use in this new interface. These values will be used to determine Non-Flex eligibility amounts.
Funding Category Dropdown
The Funding Category dropdown is the only field at the top of the interface that is editable; both the STIP and Year fields are filled in the Fiscal Constraints tab and will be view-only in this interface. The Funding Category dropdown will be populated with the funds that are designated as "Contains Non-Flex Funding" on the Modify Fund Information interface.
Table Columns
The first table on the interface is read-only and hosts these columns for viewing:

Programmed Project Area Calculations Table
The Programmed Project Area Calculations table in the bottom section of the interface allows the user to select projects to program Non-Flex funds. This table contains a list of all the programmed Projects and Federal Fund values associated with the Funding Category selected. The user can show all values in this table as either a percentage (%) or amount ($) using the radio buttons located at the top right of the table. The top row for each project is read-only and will display the Non-Flex eligible amount for each area in the column heading. The bottom row for each project is editable and can be selected to enter values to program Non-Flex funding to the project selected. Once a value is modified, the programmed row will be highlighted to easily visualize changes and amounts programmed.
Once the user clicks the Save Changes button, the system will validate that the inputted amounts do not exceed the eligible amount for the area or that the total programmed amount does not exceed the total available funds for the area. If either of these values are exceeded, the user will receive an error message and must correct the values before saving. When saved, the values will be stored in a new table in the database. These “overwritten” Non-Flex amounts will then be used in the calculations for Non-Flex funds on the Fiscal Constraint tab.
Control
The user can view the table in another format by using this control:
