Function

The Activate STIP interface () is used transition the Development STIP to the Active STIP.

Active & Development STIPs

MassDOT has two working versions of the STIP running simultaneously: the Active STIP and the Development STIP. The Active version of the STIP contains a 5-year window of projects that are reported to FHWA and are continuously going through the Amendment and Adjustment process. The Development version of the STIP also contains a 5-year window, but this window is always one year into the future from the Active STIP. For example, the Active STIP would contain the years 2021-2025, whereas the corresponding Development STIP would contain the years 2022-2026. Unlike the Active STIP, changes made in the Development STIP do not go through the Amendment and Adjustment workflow or get reported to FHWA.

Activate STIP

At the end of the Active STIP cycle, the Development STIP will be transitioned to the Active STIP. The "Activate STIP" interface provides this capability. The "Activate STIP" option is only allowed when there are no pending revisions in the Actions module, and each RTAs Development Project list has been approved. This window will display the current year range for the Development STIP that is being transitioned to the Active STIP. When the "Make STIP Active" button is selected, the user will be warned that the Active STIP will be closed and the Development STIP will be made active. If they choose to continue, the following actions will occur:

1. The status of the Active STIP will be changed to "Historical."
2. The status of the Development STIP will be changed to "Active."
3. A copy of the newly created Active STIP will be made with a status of "Development," that shifts the STIP window years forward by one year.
4. The Revision numbers will start over at 1.
5. All of the color-coding indicating the approval status of changed values will be cleared from the STIP Manager interfaces and reports.
