The CIPs interface provides the ability to create and manage the various versions of the CIP within the application. This tool can be accessed by clicking on the Administration icon on the Utility Bar. Only users with the System Administrator security role will have this option available.
When "CIPs" is selected in the picklist, its interface will appear on the user's screen.
On the left side, the user can view all the CIPs hosted in the system, initially sorted by Name alphabetically. These column types are hosted on the CIPs table:

This field shows the CIP Type. A CIP Type is a listing of projects generated from within the Project Universe which serves as the definitive source for all project data. There are three types of CIPs that can be in the system: Development (D) – A draft version of the Universe being prepared for the next CIP development cycle. Adopted (A) – A refined version of the Universe and current official Approved CIP Listing. Historical (H) – A previously Adopted CIP Listing saved within the system for historical reporting only. The user can change which CIP type they are viewing through the CIP Selection picklist. |
| Name | This field contains the name of the CIP. For the Adopted and Historical CIPs, names are generated by the system by concatenating the Start Year, a dash, and the End Year (ex. 2025 – 2029). The Type will be indicated next to the CIP name in parentheses. For Development CIPs, the CIP Name will be provided by the user and must be unique. |
| Fiscal Date | This field contains the date that the Planning team sent the adopted CIP to Fiscal. This field will be marked N/A for Development CIP types. |
| MassDOT Board Date | This field contains the MassDOT Board approval date for the adoption of the CIP. This field will be marked N/A for Development CIP types. |
To view more information about a CIP, the user can click on its row in the table. Then, the Detail window on the righthand side will be filled with its information. This area will include the CIP Name and an "Edit CIP" button in the header, and these fields below:

| Type | This field contains the type of CIP. When creating a new CIP, this field will be enabled and allow the user to designate the Type as Development. All other CIP types will be system generated and will be read-only. |
| Start Year | This is the Start Year for the CIP window. This field is manually selected. Start year helps generate the CIP name. |
| End Year | This is the End Year for the CIP window, and it is manually selected. This field is required when creating a new CIP. End Year helps generate the CIP name. |
| Description | This field allows the user to enter a narrative description value for the CIP. |

| Comments | This field allows the user to enter comments related to the creation of the CIP. |
| Status | This field shows if the CIP is viewable or not viewable. |
| CIP Adoption Dates | |
| MassDOT Board Date | This field contains the latest MassDOT Board approval date for the adoption of the CIP. This field will be marked N/A for Development CIP types. |
| Fiscal Date | This field contains the date the Planning team sends the adopted CIP to Fiscal. This field will be marked N/A for Development CIP types. |
Edit CIP
To edit the CIP, the user can select a CIP in the table, click "Edit CIP" in its Detail window, and edit it based on the field type:
- Textbox - type new values
- Picklist - select new values
Once a change is made, the user can click the "Save Changes" button to save the new values. Alternatively, the user can revert the changes to their original values through the available "Cancel" button.
Add CIP
The "Add CIP" button allows the user to create a Development CIP or Adopted CIP Type. After selecting this button, the fields in the Detail window will be set to empty, so the user can enter information about the new CIP Type. Once the user has filled the required fields (*), they can select "Save Changes" to create the CIP. Then, the created CIP Type will be available in the table and in the CIP Selection picklist within the Project Universe page.

To create a Development CIP:
Multiple Development CIPs can be generated at the same time and serve as a timestamp of active projects within the Project Universe. Development CIPs can continually be generated as the Project Universe is refined or refreshed. |

To create an Adopted CIP:
A Development CIP can be converted to an Adopted CIP by selecting another value in the Type picklist. |
